How do I file a writ petition in Lahore High Court?

A writ petition is filed under Article 199 of the Constitution before the Lahore High Court. The petition must show: (1) a violation of fundamental rights or unlawful executive action, (2) absence of an equally efficacious alternate remedy, and (3) standing of the petitioner. We draft the memo of petition, annexures, list of dates, and synopsis. Filing is via the LHC e-court portal; a court fee of approximately PKR 5,000 applies. Hearings begin within 1–4 weeks.
What is the difference between a writ petition and a constitutional petition?

In Pakistan the terms are used interchangeably — both refer to petitions under Article 199 (High Court) or Article 184(3)/185 (Supreme Court). High Courts may issue writs in the nature of certiorari, prohibition, mandamus, habeas corpus and quo warranto. Constitutional petitions before the Supreme Court are reserved for matters of public importance involving fundamental rights.
